As far as budget hotels in China go, this is a pretty decent one. The best thing, for a foreign traveler, is that they are set up to accept foreign guests (which, unfortunately, many Chinese hotels listed on international booking platforms aren't). They are on located on Yangzhou's main east-west street (Wenchang Lu), about 2.5 km east of the city center, near the old Grand Canal, with frequent bus service in both directions. There is a farmer's markets and various shops and eateries across the street. The center of Yangzhou's Muslim community, Puhaddin's Tomb and Mosque, is just across the street as well, which means that visitors looking for halal food won't be disappointed either.
