Yes and again Yes. This place offered everything starting from hospitality, cozyness,cleanliness, safety, comfort as well as the location was great.

They would clean your room and provide you with everything you need.
Good location, good facilities, 2 mins walk to train station and 1 minute to supermarket. Access to a really nice onsen at another partner hotel at no extra cost with transport provided, ask at reception.
Very convenient location just 5 min from Matsumoto Station; also near several eateries and a 7-11. If interested, ask the reception about the complimentary shuttle bus to use the onsen for free at another hotel under the same company, available on a first come first serve basis (2 timings in the evening; only about 1 hour between drop off at the hotel and pick up for the return trip, though, so might be more rushed than you like. Still, it's free, so no complaints).
